Committee on Decentralization

Decentralization Committee 17th meeting of the year 2024.

05 Nov 2024 Number 17

Summary

During today's meeting, the Committee first reviewed an issue raised through a public letter. As the matter had been previously discussed and the petitioner had provided an update, North Henveyru Constituency Member Ahmed Aifan proposed and Kolamaafushi Constituency Member seconded, to close the issue. They recommended informing the petitioner to pursue resolution through court proceedings, where they could also claim any further damages.

The proposal was unanimously passed by the Members who voted.

Secondly, the Committee discussed the issue submitted by the Th. Kandoodhoo Council concerning the establishment of police service on the island. The Ministry of Homeland, Security, and Technology has provided information stating that the establishing of the police station in Th. Kandoodhoo has been resumed and work is set to begin shortly. Based on this information, North Henveyru Constituency Member Ahmed Aifan proposed to inform the Council of the Ministry’s update and close the matter, a motion seconded by Kolamaafushi Constituency Member Ibrahim Didi.

The proposal was unanimously passed by the Members who voted.

Thirdly, the Committee reviewed the issue from the Ministry of Cities, Local Government, and Public Works regarding concerns raised by members of Women's Development Committees to the President. To address the matter, the Committee had previously engaged in discussions with the Ministry of Cities, Local Government, and Public Works, the Local Government Authority, and the Ministry of Finance. Following these discussions, Committee members recognized the importance of the issue and the need for action. North Henveyru Constituency Member Ahmed Aifan proposed informing the Ministry of Cities, Local Government, and Public Works that the Committee will consider the issue when future amendments to Law No. 7/2010 (Decentralization Act) are introduced, and to subsequently close the matter. This motion was seconded by Vilufushi Constituency Member Hassan Waheed.

The proposal was unanimously passed by the Members who voted.

Lastly, the Committee reviewed a matter submitted regarding a land issue from the public. After deliberation, it was concluded that the matter falls outside the Committee's mandate. Consequently, North Henveyru Constituency Member Ahmed Aifan proposed informing the petitioner that the Committee on Decentralization cannot provide a resolution and recommending that they seek assistance through the Government's social housing schemes. This proposal was seconded by Vilufushi Constituency Member Hassan Waheed.

The proposal was unanimously passed by the Members who voted.
