Committee on Economic Affairs' 10th Meeting 2025

23 Jun 2025 Number M20/M/IQ/2025/10

Summary

Today's meeting was held to meet Ministry of Higher Education, Labour and Skills Development to further discuss the possibility of formulation of a regulation on common standard or code for grooming, and a dress code for employees in the Tourism industry under the Act no:2/2008 (Employment Act) and possible legal and implementation challenges related regarding the “Resolution calling for the development of a common standard or code for grooming, and a dress code for employees in the Tourism industry, removing barriers to wearing headscarves and decent beards, due to the existing grooming and dress codes for employees working in tourist resorts and hotels”, sponsored by Kendhoo Constituency Member Mauroof Zakir. In this regard ministry officials stated that there is no clause in the current employment act that states such a regulation can be formed and furthermore, a regulation cannot be formulated for a specific sector rather the regulation must be inclusive to all the sectors. Therefore, ministry can only formulate such a regulation that is legally bound only when they are empowered by the employment act.
