Summary
In today’s meeting discussions were carried out regarding 2026 budget proposed by the Ministry of Finance and Planning.
1. South Hithadhoo Constituency member Ibrahim Nazil proposed and South Hulhumale' Constituency member Dr. Ahmed Shamheed seconded to include allocations of 120 million as a subsidy for skipjack tuna fishermen, 165 million as a subsidy for yellowfin tuna fishermen, and 50 million as a subsidy for farmers from proposed special budget as a general recommendation. The proposal was rejected by the majority of members vote.
2. Hanimaadhoo Constituency member Abdul Gafoor Moosa proposed, and Maradhoo Constituency member Ahmed Didi seconded to include the professional opinion given by MMA Governor as a general recommendation in the report. The proposal was rejected by the majority of members vote.
3. North Thinadhoo Constituency member Saudulla Hilmy proposed, and Funadhoo Constituency member Mohamed Mamdooh seconded to pass total revenue and grants of MVR 40,374,524,647/- (Forty billion three hundred and seventy-four million five hundred and twenty-four thousand six hundred and forty-seven) as proposed by the Ministry of Finance and Planning. In addition, to ensure the strengthening of tax enforcement and the collection of state revenue, the amendments proposed to Act No 3/2010 (Tax Administration Act) are to be passed concurrently with this budget. This proposal was passed by the majority of members vote.
4. North Thinadhoo Constituency member Saudulla Hilmy proposed, and Funadhoo Constituency member Mohamed Mamdooh seconded to pass the 2026 budget for government offices and independent institutions along with the changes proposed by the committee. This proposal was passed by the majority of members vote.
5. North Thinadhoo Constituency member Saudulla Hilmy proposed, and Funadhoo Constituency member Mohamed Mamdooh seconded to pass the "Recurrent Expenditure and Capital Expenditure of Offices 2026" and the "Program Budget of Offices" along with the changes proposed by the committee. This proposal was passed by the majority of members vote.
6. North Thinadhoo Constituency member Saudulla Hilmy proposed, and Funadhoo Constituency member Mohamed Mamdooh seconded to pass the PSIP budget of MVR 8,312,139,881/- (Eight billion three hundred twelve million one hundred thirty-nine thousand eight hundred and eighty-one) proposed by the Ministry of Finance and Planning. This proposal was passed by the majority of members vote.
7. North Thinadhoo Constituency member Saudulla Hilmy proposed and Funadhoo Constituency member Mohamed Mamdooh seconded to add MVR 3,522,176/- (Three Million Five Hundred Twenty Two Thousand One Hundred Seventy Six) to the budget of the People's Majlis, after deducting this amount from the Special Budget, as the amount is less than the budget figure approved by the General Purpose Committee of the People's Majlis. This proposal was passed by the majority of members vote.
8. North Thinadhoo Constituency member Saudulla Hilmy proposed, and Funadhoo Constituency member Mohamed Mamdooh seconded to pass the total budget proposed by the Minister of Finance and Planning for 2026 without any change, but with the amendments to the budget as the budget appropriation structure of the budget has changed. This proposal was passed by the majority of members vote.
9. North Thinadhoo Constituency member Saudulla Hilmy proposed, and Funadhoo Constituency member Mohamed Mamdooh seconded to include as a general recommendation, the construction of an additional government office building to address the shortage of office space faced by government agencies and reduce rent expenditure. This proposal was passed by the majority of members vote.
10. North Thinadhoo Constituency member Saudulla Hilmy proposed, and Funadhoo Constituency member Mohamed Mamdooh seconded to pass the 2026 budget proposed by the Ministry of Finance and Planning, along with the changes and recommendations proposed by the committee. This proposal was passed by the majority of members vote.
