Public Accounts Committee

Public Accounts Committee's 03rd meeting for the year 2026

22 Apr 2026 Number M20/M/ML/2026/03

Summary

In today's meeting, the committee addressed a public grievance concerning a Ministry of Finance and Planning directive. The directive seeks to cease living allowances for employees of the Information Commissioner’s Office and recover payments made over the past 1 year and 10 months. It was decided to agenda this matter for a future meeting once members have had sufficient time to review the details.

Subsequently, the Committee deliberated on two issues submitted by private individuals. The first issue concerns the discontinuation of the 20-year service pension for individuals upon reaching the age of 65, including a request to meet with the Speaker of the Parliament, the Deputy Speaker, and the relevant committee. The second issue involves a proposal to establish a retirement scheme that would allow members of the National Integrity Commission to retire before the end of their official terms. Following the discussion, it was decided that the secretariat would gather further information regarding these matters, after which they will be formally scheduled for a committee meeting.

The Auditor General’s Office 2025 financial statements were shared with the committee. Additionally, the committee reviewed the 2025 Annual Reports of the National Pay Commission and the Ministry of Finance and Planning. It was decided that identified areas for improvement would be communicated to these institutions in writing.

The committee deliberated public concerns regarding delayed audit reports for government institutions and the long-standing failure to resolve issues highlighted in these reports. During the discussion South Hulhumale' Constituency member Dr. Ahmed Shamheed proposed to send a formal inquiry to the Ministry of Finance and Public Enterprises to clarify the following matters.

1.  The underlying rationale behind the government’ s decision to terminate 33% of State-Owned Enterprises employees.

2.  To request that a comprehensive document detailing the current financial status of State-Owned Enterprises be shared with the Committee.

Although the motion was seconded by Hanimaadhoo Constituency member Abdul Gafoor Moosa, the proposal was not passed.

Additionally, the process of appointing a member to the sub-committee established to review the audit reports of Fenaka Corporation Limited was carried out. In this regard, the proposal made by Funadhoo Constituency member Mohamed Mamdooh and seconded by South Hulhumale' Constituency member Dr. Ahmed Shamheed to appoint Eydhafushi Constituency member Ahmed Saleem to the committee was passed unanimously by the committee.
