Summary
As the first item on today’s agenda, the committee decided on how to proceed the review of the Bill on amendment to Act No. 26/2020 (Utility Regulatory Authority Act), proposed by the Government and sponsored by Vilufushi Constituency Member Hassan Waheed.
In this regard, Vilufushi Constituency Member Hassan Waheed proposed that the deadline for the Committee to complete its review of the Bill be set as 16 September 2026; that the public be invited to submit comments on the Bill from today until 10 August 2026; and that written comments on the Bill be sought from relevant institutions. The proposal was seconded by Hulhumalé Medhu Constituency Member Abdulla Shaheem.
The motion was passed unanimously by the members present at the Committee meeting who participated in the vote.
As the second item, the Committee continued its review of the Bill on amendment to Act No. 24/2022 (Waste Management Act), proposed by the Government and sponsored by Ungoofaaru Constituency Member Ibrahim Shifaz.
In this regard, Committee members deliberated on the comments submitted by the Maldives Inland Revenue Authority (MIRA) regarding the Bill.
With regard to MIRA’s comment concerning the definition of “plastic bag” in Article 76 of the Bill, Maafannu Hulhangu Constituency Member Mohamed Musthafa Ibrahim proposed, and Vilufushi Constituency Member Hassan Waheed seconded, amending Article 76 (ހލ) to read as follows:
“‘Plastic bag’ means a bag made of plastic (including oxo-degradable plastic and degradable plastic made from synthetic polymers) that is used for carrying goods, excluding a bag in which goods are packaged to the extent necessarily required for their sale.”
All the members present at the committee meeting voted in favour of the proposal.
After that, the Committee continued reading the Bill on the record from Article 15 to its completion.
