Summary

During today’s meeting, the Committee discussed the petition titled “Petition to Pass the Amendment Proposed to Act No. 2010/7 (Decentralization Act) by the Honourable Member for Thulhaadhoo Constituency, Abdul Hannan Aboobakuru (2026/20/B.22)”, which had reached Threshold 1 in terms of the required number of signatures.

Madaveli Constituency Member Mohamed Shameez proposed that the petition be referred to the Local Government Authority and the Decentralization Committee of the People’s Majlis for their comments. The proposal was seconded by Dhidhdhoo Constituency Member Abdul Latheef Mohamed. When put to a vote, the proposal was approved by a majority of the members present and participating in the vote.

The Committee subsequently considered the petition titled “Petition Calling to Pass the Amendment Proposed to the Decentralization Act as Currently Proposed,” which had reached Threshold 2 in terms of the required number of signatures. Madaveli Constituency Member Mohamed Shameez proposed that the petition be referred to the Local Government Authority and the Decentralization Committee of the People’s Majlis for their comments, pursuant to Section 257-12(g) of the Standing Orders of the People’s Majlis. The proposal was seconded by Dhidhdhoo Constituency Member Abdul Latheef Mohamed. When put to a vote, the proposal was approved by a majority of the members present and participating in the vote.

Furthermore, the Committee considered the petition calling for the withdrawal of the proposed amendment to the Decentralization Act. As comments from the Decentralization Committee of the People’s Majlis had not been sought in relation to this petition during the previous Committee meeting, Madaveli Constituency Member Mohamed Shameez proposed that the petition also be referred to the Decentralization Committee for its comments. The proposal was seconded by Dhidhdhoo Constituency Member Abdul Latheef Mohamed. When put to a vote, the proposal was approved by a majority of the members present and participating in the vote.

As the final item on the agenda, the Committee discussed the review of the minimum number of signatures required for the respective petition thresholds, pursuant to Section 257-7(a) of the Standing Orders of the People’s Majlis. In this regard, Madaveli Constituency Member Mohamed Shameez proposed that no amendment be made to the percentages currently stipulated in Section 257-6(c) of the Standing Orders. The proposal was seconded by Dhidhdhoo Constituency Member Abdul Latheef Mohamed. When put to a vote, the proposal was unanimously approved by the members present and participating in the vote.
