Summary

In today’s meeting the committee discussed the individual complaint received regarding the Tax Appeal Tribunal. Since Tax Appeal Tribunal falls under the mandate of the Judiciary Committee and the issue is currently being reviewed by Judiciary Committee, Member for Huraa Constituency Anara Naeem proposed there is no need to simultaneously review this issue from this committee. Member for Dhangethi Constituency Abdulla Rasheed seconded this proposal. The voting details are as follows.

Vote: Not to review the issue from this committee since Judiciary Committee is carrying out a comprehensive review.

Then, the committee discussed the matter transferred from 19th majlis Human Rights and Gender Committee regarding Male’ City Council. Since the relevant institutions are investigating the matter, Member for Huraa Constituency Anara Naeem proposed that the committee would not review this matte. Member for Vaikaradhoo Constituency Hussain Ziyadh seconded this proposal. The voting details are as follows.

Vote: Not to review the issue, since relevant institutions are investigating it.

The Committee then discussed the issue on the rights of the pre-trial detainees, which was transferred to the Committee from 19th Majlis. Two proposals were proposed regarding this issue.

First Proposal: To bring this issue to the attention of the Speaker, since this issue concerns the involvement of the whole Majlis, rather than the issue being reviewed by a specific committee with a specific mandate. This was proposed by Hura Constituency Member Anara Naeem and seconded by Kudahuvadhoo Constituency Member Hussain Hameed. Following are the voting details of this proposal.

 

Vote: To bring the issue of pre-trial detention to the attention of the Speaker.

Second Proposal: Inquire into the possibility of a Bill included in the Legislative Agenda of the Government that would address the issue of the rights of pre-trial detainees. And if such a Bill is included in the Legislative Agenda, to request the Attorney General’s Office to expedite the submission of the Bill. This was proposed by Vaikaradhoo Member Hussain Ziyad and seconded by Huraa Constituency Member Anara Naeem. 

Vote: Inquire if the Legislative Agenda includes a Bill that would address the issue of the rights of pre-trial detainees.
