At today’s meeting, the committee started evaluating the Bill on Amendment to Employment Act (Act No: 2/2008) by reading each provision of the amendment bill. Hanimaadhoo Constituency Member Abdul Gafoor Moosa proposed to change the phrasing of 65(a). After discussing among the members off the record it was eventually decided to keep the wordings of the phrase as it is, and no other member objected to it.
After that, members discussed changing the phrasing of 65 (c) from “shall not take part in employment” to “taking part in employment is prohibited”. It was proposed by, Hanimaadhoo Constituency Member Abdul Gafoor Moosa and seconded by Maamigili Constituency Member Qasim Ibrahim. This proposal was passed unanimously.
Members then discussed about changing the phrasing of 65-1 (a) from “ministry may decide” to “ministry shall decide”. It was proposed by, Hanimaadhoo Constituency Member Abdul Gafoor Moosa and seconded by Thulhaadhoo Constituency Member Abdul Hannaan Aboobakuru. This proposal was passed unanimously.
Following that, members discussed changing the phrasing of 65-1 (b) from “may decide” to “shall decide” and add “make it public twice a year of the number of quotas allocated to each sector and the number of quotas allotted” to this clause. . It was proposed by, Hanimaadhoo Constituency Member Abdul Gafoor Moosa and seconded by Maafannu Uthuru Constituency Member Mohamed Naazim. This proposal was passed unanimously.
Moreover, members discussed about the comments received from Maldives Trade Union and Maldives Health Professionals Union on section 65-1 (e) (4) of the bill. Hanimaadhoo Constituency Member Abdul Gafoor Moosa Proposed and Maamigili Constituency Member Qasim Ibrahim seconded to disregard the comments on this clause and keep the clause as it is. This proposal was passed unanimously.
After that, members discussed about the comments received from Maldives Trade Union and Maldives Health Professionals Union on section 65-1 (e) (5) of the bill. Maafannu Uthuru Constituency Member Mohamed Naazim proposed and Maamigili Constituency Member Qasim Ibrahim seconded to disregard the comments on this clause and keep the clause as it is. This proposal was passed unanimously.
Additionally, members also discussed about section 65-1 (g) & (h) of the bill and Maafannu Uthuru Constituency Member Mohamed Naazim proposed and Maamigili Constituency Member Qasim Ibrahim seconded to keep the clause as it is. This proposal was passed unanimously.
After that, members discussed about the 2,000 (two thousand) rufiyaa fee mentioned in clause 65-4 (c) and Hanimaadho Constituency Member Abdul Gafoor Moosa proposed to remove this fee but no other member seconded this proposal. Therefore, it was decided to keep this clause as it is.
Furthermore, members discussed about, 65-4 (e) (2) which is about revising and increasing the fee. Two proposals were received for this proposal. They are:
1. Maafannu Uthuru Constituency Member Mohamed Naazim proposed and Hanimaadho Constituency Member Abdul Gafoor Moosa proposed to reduce the percentage from 30% to 10%.
2. Maamigili Constituency Member Qasim Ibrahim proposed to remove the clauses of 65-4 (d) & (e) despite no other member seconded this proposal.
The committee then decided to take a decision on these clauses in the next meeting after further deliberation on the fees in the bill and further consideration by the members.
