In today's meeting, the committee discussed the draft report regarding the difficulties encountered by private hospitals in delivering health services due to the pending payments to the hospitals and pharmacies for the medical services provided under the schemes of Aasandha and NSPA, other issues highlighted in the health welfare services and the issues in the agreement between Aasandha Company Limted and North Coast Contractors Pvt Ltd for the development of an office for Aasandha Company Limted. The committee decided to schedule this report for another meeting after giving time for the members to further review the draft report.

The Report of Sub-Committee 1 reviewing the Special Audit Report of Sifainge Cooperative Society (SIFCO) was discussed. As proposed by Gemanafushi Constituency member Asadhulla Shihab and seconded by Guraidhoo Constituency member Hanan Mohamed Rasheed, the committee unanimously decided to wait till the committee receive Special Audit Report of SIFCO Housing Project requested to Auditor General’s Office by the committee and review both the reports together.

The Report of Sub-Committee 1 reviewing the Review Report related to the pricing of 7,000 social housing unit project was discussed and decided to obtain further information from Housing Development Corporation Limited regarding the cost and prices.

The committee discussed regarding the audit reports below which the Sub-Committee 1 decided to file, and decided to file the Audit Reports as per the decision of the Sub-Committee:

2.  Audit Reports of Ombudsperson's Office for Transitional Justice for the year 2022 and 2023.

3.  Audit Reports of Housing Development Corporation Limited for the year 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019, 2020 and 2021.

4.  Audit Reports of Attorney General's Office for the year 2015, 2017, 2018, 2019, 2020, 2021, 2022 and 2023.

5.  Audit Reports of Kulhudhuffushi Harbour Expansion Project for the year 2018, 2019, 2020 and 2021.

6.  Audit Report on Covid-19 Emergency Response Project (Grant MLD-0687)

7.  Audit Report on Covid-19 Emergency Response Project (Grant MLD-0716)

8.  Compliance audit report on spending by the Ministry of Foreign Affairs during the first two quarters of 2020 related to Covid-19.

9.  Compliance Audit Report on Covid-19 related expenses of Maldives National Defense Force.

10. Compliance audit report on Covid-19 related expenses incurred by the Maldives National Defense Force in the third quarter of 2020.

11. Compliance audit report on expenses related to Covid-19 incurred by the Maldives Police Service in 2020.

12. Compliance audit report on allowances given to frontline workers during the Covid-19 crisis.

The committee reviewed the Insurance Bill. As proposed by Hanimaadhoo Constituency member Abdul Gafoor Moosa, and seconded by North Fuvahmulah Constituency member Hamad Abdulla, the committee unanimously decided to add a deadline of maximum 12 months to Article 21(d) of the Bill.

Funadhoo Constituency member Mohamed Mamdooh proposed to pass the bill along with the amendments proposed by committee. It was seconded by Kelaa Constituency member Abdulla Shareef and passed unanimously by the members present at the time of the vote.

Furthermore, the committee decided to obtain information regarding Maldives Ports Limited (MPL) Hiyaa Project as proposed by Kelaa Constituency member Abdulla Shareef and seconded by Funadhoo Constituency member Mohamed Mamdooh.
