Public Accounts Committee's 18th meeting for the year 2023

In today's meeting, the committee proceeded with the revision of the salary structures to be determined by the Parliament under Article 102 of the Constitution and Article 112(m) of the Rules of Parliament. Below are the two proposals made regarding how to proceed with the work. 1. Thamarafushi Constituency member Abdulla Riyaz proposed and Vilufushi Constituency member Hassan Afeef seconded to ask for the vote for each structure separately. 2. While Dhidhdhoo Constituency Member Abdul Abdulla Waheed proposed and North Kulhudhufushi Constituency Member Yasir Abdul Latheef seconded to ask for the vote for all categories of the structure as a whole. From both the proposals, the second proposal was passed with the majority of the members. Hence, the committee proceeded likewise. After the discussions, the committee passed to finalize the changes proposed by Dhaandhoo Constituency Member Yaugoob Abdulla and seconded by Hanimaadhoo Constituency Member Abdul Ghafoor Moosa with the below mentioned recommendations to the report; 1. Committee Allowance of MVR 20,000 (twenty thousand) per month to the Members of Parliament to be continued; 2. The Executive Branch passed by parliament to receive cars, members of parliament, judges of the judiciary, members of other independent institutions to receive as previously approved; 3. Request the Parliament to make necessary amendments to the Act 11/2009 (Salary and Allowances of the President and Vice President) in order to implement the salaries and allowances proposed by the Public Accounts Committee for the President and The Vice President; 4. Since National Pay Commission has informed that the job matrix are being formulated for the jobs under their pay framework, to include a recommendation requesting Ministry of Finance to make arrangements of the funds required for the incremental of the pay of civil service, Maldives Police Service, Maldives National Defense Force, Maldives Customs Service, Judiciary staff and staffs of the independent institutions. 5. The effective dates to be passed by a sitting of the Parliament.
